Wyoming courts must make all court records available for free public viewing through online portals accessible via standard web browsers without registration or fees

Courts must provide free live audio/video streaming of hearings and post recordings to their websites within 7 days, maintaining searchable archives by case number, party, and date

Exemptions allow courts to restrict online access to juvenile court records, adoption/guardianship proceedings, cases involving minors, sexual assault cases, sealed records, and sensitive physical exhibits

Cases may only be sealed upon motion with clear and convincing evidence that an interest would suffer serious harm from disclosure, outweighing public interest, with no less restrictive alternative available

$100,000 appropriated from the general fund to the Wyoming Supreme Court for implementation, covering the period July 1, 2026 through June 30, 2028
