Prohibits government entities and private parties from maintaining lists or registries of privately owned firearms or firearm owners created through firearms merchant category codes or other merchant codes

Bars merchant servicers from assigning firearms-specific merchant category codes to Wyoming merchants or discriminating against firearms retailers and customers by declining transactions, limiting business, or charging higher fees based on firearms sales

Prohibits Wyoming from using state personnel or funds to cooperate with federal laws, executive orders, or regulations that create firearms registries through merchant category codes

Requires the Attorney General to investigate alleged violations and provide 30 days written notice to violators before pursuing mandatory injunctions; merchants and customers may file private actions if the AG does not act within 60 days

Establishes criminal penalties of up to 1 year imprisonment and/or $2,000 fine for knowingly violating registry prohibitions, plus civil penalties up to $10,000 per violation for willful noncompliance after injunction
