Creates immunity from lawsuits (anti-SLAPP protection) for persons exercising rights of free speech, petition, assembly, and religious freedom under Wyoming and U.S. constitutions

Allows defendants to raise immunity through dispositive or pretrial motions, with automatic stay available and right to interlocutory appeal if immunity is denied

Immunity can be overcome only if conduct was knowingly false/defamatory, constituted true threats or unprotected speech categories, or was negligent defamation against a private figure on non-public matters

Mandates reasonable attorney fees, costs, and expenses to parties who successfully assert immunity; permits statutory damages of $5,000 to $100,000 in "SLAPP-back" countersuits against those who file frivolous claims

Effective July 1, 2026, applying to new causes of action and pending cases where no dispositive motion has been ruled upon
