Appropriates $220,890,614 for capital construction projects, including $87 million for Veterans' Home of Wyoming remodel, $42 million in federal funds for Wyoming Army National Guard training barracks, and $27.4 million for Northwest College science building renovation

Allocates $233,354,943 from the general fund for major maintenance beginning July 1, 2026, distributed among state construction department (37.6%), state parks and cultural resources (7.99%), University of Wyoming (36.34%), and community college districts (18.07%)

Authorizes up to $5 million from the Wyoming state penitentiary capital construction account for land acquisition for a future state penitentiary, subject to state building commission approval

Releases up to $5 million from the state shooting complex account for the Wyoming State Shooting Complex in Park County near Cody, to be expended per a September 2025 memorandum of understanding with the joint powers board
