Requires physicians to obtain voluntary informed written consent at least 24 hours before performing an elective abortion, including providing information about the procedure, risks, alternatives, gestational age, and fetal characteristics

Creates a civil cause of action allowing women (or their representatives) to sue abortion providers for harm resulting from lack of informed consent, coercion the provider knew or should have known about, or negligent/reckless/intentional conduct

Mandates minimum liquidated damages of $25,000 per successful claim, plus compensatory damages, costs, and attorney fees; extends the statute of limitations to 5 years

Defines coercion broadly to include physical harm, threats, confinement, revoking scholarships, employment retaliation, denying social assistance, and removing financial support or housing

Effective July 1, 2026, and applies only to abortions performed after that date; women who undergo abortions cannot be held liable under the act
