Creates "industrial sovereign zones" where county commissioners can nominate areas with access to natural gas resources for value-added manufacturing, with the Wyoming Energy Authority required to first consider the Opal natural gas hub area

Defines "value-added manufactured products" as natural gas undergoing substantial molecular transformation in Wyoming, including methane pyrolysis (turquoise hydrogen), ammonia synthesis, and other processes producing chemically distinct products

Establishes expedited permitting for facilities in industrial sovereign zones, prioritized ahead of other applications, with exemptions from industrial siting fees and certification procedures

Provides sales and use tax exemptions on machinery purchased or leased for value-added manufacturing in these zones, and extends general manufacturing machinery tax exemptions through December 31, 2042

Creates a voluntary "gold standard" certification program for products produced with no more than 0.2% methane intensity, administered by the Wyoming Energy Authority with $180,000 appropriated for implementation through June 30, 2028
