Creates the Wyoming Education Savings Accounts Act, establishing state-funded accounts for eligible Wyoming resident children from pre-kindergarten through grade 12 to pay for private school tuition, tutoring, curriculum, educational therapies, and other qualifying educational expenses

Annual ESA funding amounts are tiered by household income: $6,000 for families at or below 150% of federal poverty level, $4,800 for 150-200%, $3,600 for 200-250%, and $3,000 for 250-300% of federal poverty level

Allocates 80% of ESAs to K-12 students and 20% to pre-kindergarten students, with applications processed first-come, first-served and priority given to returning participants

Appropriates $40 million from the general fund to the ESA expenditure account, plus $480,000 for two new Department of Education positions and $400,000 for contractual services, with up to 3% of program funds available for administration

Contains a contingent effective date: the act only takes effect if the Wyoming Supreme Court rules that the existing Steamboat Legacy Scholarship Act (W.S. 21-2-903) providing ESA deposits is unconstitutional, at which point the prior act would be repealed
