Prohibits Wyoming state and local governments from using any personnel or funds to enforce, attempt to enforce, or provide material aid for federal firearm, accessory, or ammunition regulations against law-abiding citizens

Imposes a $50,000 civil penalty per violation against state agencies, political subdivisions, or law enforcement agencies whose officers knowingly violate the prohibition, with sovereign immunity waived for such claims

Creates a misdemeanor offense for public or peace officers who knowingly violate the prohibition, punishable by up to 1 year imprisonment, a fine up to $2,000, or both

Allows any interested party to bring a civil action to enforce the provisions, with courts authorized to award injunctive relief, damages, and reasonable attorney fees

Exempts assistance to federal officers pursuing suspects with criminal connections to other states/countries, aid to federal prosecutors for drug or violent crime cases where weapons charges are ancillary, and accepting federal assistance for enforcing Wyoming state laws
