Prohibits all Wyoming government entities from using public funds to pay membership fees, travel expenses, or lobbying costs related to "government member associations"—organizations composed primarily of government entities that influence legislative or administrative action

Requires government entities to document and publish monthly on their websites any employee participation in government member association activities, including time spent and work performed

Designates all records related to government entity activity with government member associations as public records subject to disclosure

Exempts interstate compacts and joint powers boards formed to perform specific governmental functions from the definition of "government member association"

Repeals the Wyoming Board of Professional Engineers and Professional Land Surveyors' authority to pay for memberships, and removes county commissioners' and school boards' ability to pay association dues with public funds
