Requires the Legislative Service Office to confirm upon request whether a person's emails to a legislator were filtered by the legislature's email system to a folder other than the inbox

Allows individuals whose emails were filtered to request that their current and future communications from specified email addresses be directed to a legislator's inbox

Mandates the Legislative Service Office complete such requests within 2 business days after verifying the email addresses

Permits denial of requests only if delivering the emails would pose an "actual, articulable security threat" to the legislature's email system

Applies only to emails filtered by system-wide spam, security, or other automated filtering—not to emails blocked by individual legislators' settings

Effective date: July 1, 2026
