Exempts certain retail electricity sales from Wyoming Public Service Commission regulation when sold by non-utility entities, cooperative electric utilities, or municipal utilities to limited customers within a public utility's certificated service territory

Allows unregulated electricity sales to one customer within a public utility territory, or up to four customers with a combined load of at least 5 megawatts

Permits unregulated sales to up to four customers when the certificated public utility fails to respond to a service request within 6 months, cannot provide service within 1 year, or cannot reach agreement on a tariff or service agreement

Ensures electricity sold under these exemptions remains subject to state excise taxes applicable to utility sales

Effective July 1, 2026, applying to new tariffs, contracts, and agreements entered after that date while preserving existing agreements
