School districts must implement literacy screening assessments three times per year for all K-3 students and for grades 4-5 students who scored below proficient on the previous year's statewide English language arts assessment

Students identified at highest risk for reading difficulties must be placed in intensive evidence-based intervention with individualized reading plans, contingent on parental written consent

Schools must achieve 80% of K-3 students scoring low risk for reading difficulties by year-end; schools failing this goal or showing no improvement over three consecutive years must submit improvement plans by November 15

Teachers with elementary, early childhood, or exceptional education endorsements teaching K-5 must complete at least 14 hours annually of professional development in evidence-based literacy instruction until obtaining a structured literacy, dyslexia specialist, or reading endorsement

The Wyoming Professional Teaching Standards Board must establish structured literacy and dyslexia specialist endorsements by school year 2027-2028, and districts must employ or consult with at least one person holding such endorsements by 2029-2030
