"Utility scale industrial project" defined as non-mineral industrial projects on state lands with capital costs of at least $15 million or footprints of at least 320 acres

County commissioners may request a public hearing in their county before any state land lease is granted for a utility scale industrial project

Board of Land Commissioners must conduct written analysis before approving such leases, including impacts on nature-based tourism, property values, viewsheds, national trails, and critical big game migration corridors

Lessees must implement radar-activated aircraft detection lighting systems and deposit a decommissioning bond with the Office of State Lands and Investments
