Prohibits individuals from administering home-based educational programs if they or anyone living in the home has been convicted within the past 7 years of certain offenses including murder/manslaughter of a minor, sexual assault, child abuse, child pornography, or similar state/federal crimes

Bars parents under investigation for child abuse or neglect from withdrawing their child from public or private school to begin homeschooling during the investigation period, if advised not to by child protective services

Allows individuals restricted from starting homeschool programs during abuse/neglect investigations to request a hearing before the Office of Administrative Hearings; does not affect those already homeschooling prior to the investigation

Establishes felony penalties of up to 3 years imprisonment and/or $5,000 fine for violating the homeschool restrictions

Requires current homeschool administrators in violation of the conviction restrictions to cease administering programs by July 1, 2026; act takes effect immediately upon becoming law
