Creates a 15-member Wyoming Business Council Strategic Advisory Task Force including the governor, 4 legislators, and representatives from business, manufacturing, agriculture, oil/gas/minerals, tourism, local economic development, and local government

Prohibits the Wyoming Business Council from expanding existing programs or assuming new duties until July 1, 2027

Requires the Business Council to submit a comprehensive report by April 30, 2026 detailing all outstanding grants, loans, bonds, property holdings, programs, and return on investment for each program

Task force must report findings and proposed legislation by October 1, 2026, with recommendations on which programs should be retained, modified, privatized, transferred, or eliminated

Appropriates $135,000 total from the general fund: $20,000 for legislative member expenses, $40,000 for non-legislative member expenses, and $75,000 for expert consulting services
