Creates a local water system funding program administered by the State Loan and Investment Board to provide financial assistance to cities, towns, and special districts for community public water and wastewater system improvements

Authorizes the Board to borrow up to $50 million per fiscal year from the strategic investments and projects account (or legislative stabilization reserve account if insufficient funds), with interest rates between 0% and 1.5%

Eligible uses include predevelopment costs, planning and technical assistance, local matching funds, repayment of federal/state loans, and costs to join regional water or wastewater systems

Projects must serve systems that charge consumer rates in accordance with W.S. 15-7-407 and qualify under existing state water pollution control, drinking water revolving loan, Wyoming water development, or local government capital construction programs

Recipients must establish or maintain depreciation funds, and the Board must report annually to legislative committees by November 1 on financial assistance provided
