Prohibits Wyoming public K-12 schools from discriminating against or penalizing students for religious, political, or ideological speech, provided it occurs in the same time, place, and manner permitted for other student expression

Protects student expression in classroom discussions, homework assignments, artwork, presentations, clothing, accessories, and jewelry displaying religious, political, or ideological messages

Allows students to organize religious, political, or ideological clubs and gatherings with equal access to school facilities and benefits as other student organizations

Creates a private cause of action for students whose rights are violated, with minimum damages of $5,000, plus attorney fees and costs, and a 2-year statute of limitations

Schools waive Eleventh Amendment immunity and consent to federal court lawsuits for violations; schools may still restrict speech not protected by the First Amendment or conduct that materially disrupts school operations
