Examines feasibility of allowing non-state employees to access the state employees' group insurance plan if they pay full actuarial and administrative costs without increasing costs to taxpayers or current plan members

Evaluates potential state-level reinsurance programs to reduce premium volatility in individual and small group markets, along with strategies used by other low-population states

Appropriates $250,000 from the general fund for actuarial analysis, legal review, comparative state analysis, and administrative costs, with funds available through June 30, 2028

Explicitly prohibits the study from being used to expand Medicaid, create taxpayer-funded subsidies, mandate participation, or implement any program without further legislative authorization
