Prohibits Wyoming state agencies and political subdivisions from using public funds to pay membership fees, dues, or contributions to four specific organizations: Environmental Council of the States, Council of Chief State School Officers, National Association of Medicaid Directors, and Association of State and Territorial Health Officials

Bars public funding for travel, registration fees, and other costs associated with conferences, meetings, or events sponsored by these organizations

Defines "public funds" as any funds appropriated by the legislature or received by state agencies or political subdivisions pursuant to law

Preserves existing contracts and agreements entered into before the effective date

Effective July 1, 2026
