Limits historic horse racing terminals to 1,200 per permitted track that is 7/8 mile or longer, and 1,000 terminals per track shorter than 7/8 mile, effective July 1, 2028

Prohibits permitholders from operating additional terminals at any state location if they already have authorized terminals not in use

Requires at least 16 live horse racing event days to be conducted at the permitted track to qualify for a simulcasting permit

Directs the Wyoming Gaming Commission to adopt rules specifying requirements for historic horse racing terminals and ensuring fair involvement of all affected parties

General provisions take effect July 1, 2026, while rulemaking authority takes effect immediately upon enactment
