Wyoming Public Service Commission must promulgate rules requiring all electric utilities, including cooperatives and municipal utilities, to establish a "choice electric program" allowing customers to purchase electricity by specific resource type (fuel source) or combination of resource types

Electric utilities must provide transparent pricing information including production costs, transmission and delivery costs, administrative costs, and the actual cost of each resource type without grants, tax exemptions, or subsidies

For non-dispatchable or unreliable resource types, utilities must disclose how they purchase backup power to meet demand and the additional costs customers may incur

Customers who do not participate in the choice program will receive electricity at a regulated rate based on all resource types offered by the utility

Public Service Commission must finalize implementing rules by January 1, 2027, when the program requirements take effect; utilities may recover administrative costs from participating customers
