Prohibits Wyoming governmental entities from using biometric data (fingerprints, facial recognition, iris scans) to identify persons, geolocation data to track people or vehicles, and automatic license plate reader systems on public roads and buildings

Creates narrow exceptions allowing law enforcement to use these technologies only for violent felony investigations, locating missing/endangered persons, or identifying deceased individuals, with a warrant required except in imminent harm emergencies

Permits automatic license plate readers solely at ports of entry, weigh stations, for commercial vehicle enforcement, and for parking facility regulation

Requires governmental entities using these technologies to adopt written policies including a maximum 7-day data retention period, access controls with monthly audits, encryption requirements, and mandatory training

Establishes civil liability for governmental entities that violate the chapter, excludes improperly obtained data from evidence in court proceedings, and takes effect July 1, 2026
