Prohibits the manufacture, sale, distribution, or possession of kratom products (mitragyna speciosa) in Wyoming, effective July 1, 2026

First offense is a misdemeanor punishable by up to 6 months imprisonment and/or $750 fine; second or subsequent offenses carry up to 1 year imprisonment and/or $1,000 fine

Exempts research institutions and law enforcement/forensic laboratories conducting testing from the prohibition

Appropriates $197,540 to the Department of Agriculture for one full-time testing position and $24,000 for testing equipment for the period July 1, 2026 through June 30, 2028

Designates kratom products as contraband subject to seizure and forfeiture, including all related manufacturing equipment and materials
