Requires all Wyoming school districts to provide human growth and development instruction to students in grades 5 through 12, including high-definition ultrasound videos showing early fetal organ development and videos demonstrating fertilization and human development stages from conception to birth

Directs the State Department of Education to publish approved instructional materials on its website and make materials available to parents upon request

Allows parents or guardians to excuse their student from this instruction through a written opt-out request to the school district

Requires the Department of Education to conduct annual audits of school districts to verify compliance with the instruction requirements

Adds human development education to Wyoming's common core of knowledge requirements, effective July 1, 2026, beginning with the 2026-2027 school year
