Proposes a constitutional amendment creating Article 19, Section 12 of the Wyoming Constitution to require voter approval before high-level radioactive waste or spent nuclear fuel can be stored in the state

Prohibits any storage, siting, or placement of high-level radioactive waste under state law without an affirmative statewide vote

Prohibits any storage, siting, or placement of spent nuclear fuel under state law without an affirmative statewide vote

Requires two-thirds approval from both legislative houses to place the amendment on the ballot, followed by majority voter ratification at the next general election
