Encourages the Wyoming Peace Officer Memorial Committee to add Patrolman Michael A. Rosa's name to the Wyoming Law Enforcement Fallen Officer Memorial at the Wyoming Law Enforcement Academy in Douglas

Patrolman Rosa was a 29-year-old Rock Springs Police Department undercover narcotics officer and U.S. Marine Corps Vietnam veteran who was shot and killed on July 15, 1978, while seated in an unmarked police vehicle

Rosa's name is already included on the National Law Enforcement Officers Memorial in Washington, D.C. and the Officer Down Memorial Page, but has never been added to Wyoming's state memorial

The individual charged with Rosa's murder was found not guilty at trial, but conviction is not a requirement for inclusion on the Wyoming memorial, as evidenced by Deputy Tom Majors whose alleged killers were also acquitted

Directs the Secretary of State to transmit copies of the resolution to the Governor, Attorney General, Wyoming Law Enforcement Academy director, and the Wyoming Peace Officer Memorial Committee
