Proposes amending the Wyoming Constitution to replace the current judicial appointment system with direct elections for all Supreme Court justices and district court judges at general elections

Eliminates the judicial nominating commission, which currently submits three qualified nominees to the governor for appointment to fill judicial vacancies

Removes the retention vote system where judges run unopposed on yes/no ballots; instead, judges would face competitive elections against other qualified candidates

Requires candidates for judicial office to file a declaration of intent 3-6 months before the general election preceding the term expiration

Must be approved by two-thirds of both legislative houses, then ratified by a majority of Wyoming voters at the next general election to take effect
