Proposes amending Wyoming Constitution Article 6, Section 5 to prohibit U.S. citizens who simultaneously hold citizenship in a "foreign adversary" country from voting or holding elected office in Wyoming

Dual citizens with foreign adversary nations may regain voting eligibility by submitting a written renunciation of foreign citizenship to the Secretary of State

Candidates or current elected officials who voluntarily acquire citizenship in a foreign adversary would be deemed to have relinquished U.S. citizenship for purposes of office qualification

Wyoming legislature would be responsible for determining which countries qualify as "foreign adversaries"

Requires two-thirds approval from both legislative chambers and ratification by majority of voters at the next general election to take effect
