Creates a new felony offense of criminal trespass at commercial nuclear facilities, punishable by up to 5 years imprisonment and/or $1,000 fine

Authorizes armed nuclear security guards to use defensive force, including deadly force, to prevent serious crimes, radiological sabotage, or theft of nuclear material within protected areas

Grants armed nuclear security guards authority to detain suspected offenders for a reasonable time while summoning law enforcement

Provides civil and criminal immunity for armed nuclear security guards who use force in accordance with the statute, and establishes an affirmative defense for detention actions

Requires armed nuclear security guards to be employed under NRC-approved security plans, meet federal firearm requirements, and be certified as peace officers by Wyoming POST Commission; effective July 1, 2026
