Codifies Wyoming Medicaid eligibility requirements into state statute (W.S. 42-4-106), requiring applicants to be U.S. citizens or lawfully present, provide a valid Social Security number and proof of identity, and be Wyoming residents

Establishes qualifying categories including: disabled individuals per Social Security guidelines, SSI recipients, hospice patients with terminal conditions, children in state custody/foster care, and those enrolled in specific federal programs (employed individuals with disabilities, breast and cervical cancer treatment)

Prohibits Medicaid eligibility expansion beyond January 1, 2026 levels without prior legislative authorization, though the governor may authorize temporary expansion during public health emergencies lasting no more than 30 days after the next legislative session adjourns

Authorizes the 1115 family planning waiver to continue until December 31, 2027 but prohibits renewal beyond that expiration date

Requires the Department of Health to promulgate implementing rules by October 1, 2026, with the act applying to applications submitted or renewed on or after July 1, 2027
