Expands veteran eligibility for county burial assistance by removing the requirement that service be limited to specific wars (WWII, Korea, Vietnam), now covering any U.S. Armed Forces veteran other than those dishonorably discharged.

Increases Department of Family Services burial/cremation expense payment from $1,000 to $1,500 for qualifying recipients of POWER, SSI, or Medicaid programs.

Adds up to $500 transportation reimbursement to the veteran's cemetery for deceased veterans who qualify for burial expenses under the Department of Family Services program.

Establishes county burial expense payments as "payment of last resort," to be provided only after all other benefit sources are exhausted.

Effective date: July 1, 2026.
