Creates the Wyoming National Guard Member Reenlistment and Extension Program, administered by the military department, to provide bonuses up to $5,000 to guard members who reenlist or extend for at least 3 years

Appropriates $1,000,000 from the general fund for the program, available from July 1, 2026 through June 30, 2028, with unexpended funds reverting to the state

Requires annual reporting to the Joint Transportation, Highways and Military Affairs Interim Committee beginning November 1, 2026, covering reenlistment numbers, bonus amounts paid, and total guard membership changes

Directs the Wyoming Military Department to promulgate rules for program administration

Effective July 1, 2026, with rulemaking provisions effective immediately upon enactment
