Expands authorized epinephrine delivery methods beyond auto-injectors to include nasal sprays and any other FDA-approved device or method for treating severe allergic reactions

Allows school district boards to acquire, maintain, and dispense stock epinephrine supplies without a prescription, and authorizes trained school nurses and personnel to administer epinephrine to students experiencing anaphylaxis

Requires the Department of Education and Department of Health to develop guidelines for managing students with life-threatening allergies, including identification of acceptable administration devices and training requirements

Provides civil and criminal immunity for schools, healthcare providers, pharmacists, and good-faith administrators of epinephrine, except in cases of gross, willful, or wanton negligence

Effective July 1, 2026, with rulemaking provisions taking effect immediately upon enactment
