Converts Hathaway scholarships from per-semester payments to fixed total lump sum amounts: Honor scholarship $13,440, Performance scholarship $10,080, Opportunity scholarship $6,720, and Provisional Opportunity scholarship $3,360

Eliminates satisfactory academic progress requirements, continuous enrollment requirements, and minimum credit hour requirements for maintaining scholarship eligibility

Allows students to elect how much of their remaining scholarship amount to use each semester, with funds capped at tuition and mandatory fees rather than full cost of attendance

Establishes specific dollar amounts for calculating unmet financial need for need-based aid: $1,680/semester for Honor, $1,260/semester for Performance, $840/semester for Opportunity and Provisional Opportunity scholarships

Effective July 1, 2026, with grandfathering provisions allowing students who received scholarships before that date to continue under prior rules
