County commissioners may apply to the Environmental Quality Council to designate state land parcels as having "significant community value" based on historical, archaeological, wildlife, geological, or botanical features that may conflict with proposed land uses

The Environmental Quality Council must hold public hearings on applications and, if approved, transmit findings to the Board of Land Commissioners and Office of State Lands and Investments within 5 days

Designated parcels cannot be considered under a consent agenda by the Board of Land Commissioners; each proposal for change in use, new lease, lease renewal, or disposition must be evaluated individually with consideration given to the designation

Both the Board of Land Commissioners and Environmental Quality Council must promulgate rules to implement the act

Section 1 takes effect July 1, 2026; rulemaking provisions take effect immediately upon the bill becoming law
