Amends Wyoming gambling law to expand the definition of "gambling" to explicitly include games played with cards, dice, balls, or gambling devices, and outcomes of sporting events

Clarifies the "social gambling" exception by adding detailed requirements: must be incidental to a bona fide social relationship, involve only natural persons, occur in private settings, not be advertised publicly, and no participant may receive compensation beyond their winnings

Creates a new definition of "bona fide social relationship" requiring genuine relationships with established knowledge between persons, explicitly excluding relationships formed for the purpose of gambling

Simplifies the definition of "profit" from complex language about realized/unrealized benefits to simply mean "any financial gain"

Requires charitable raffles to use 100% of net proceeds (after costs, supplies, and winnings) for charitable purposes; effective July 1, 2026
