Provides $6.3 million for charter school lease expenses covering school years 2026-2027 and 2027-2028 across seven charter schools, plus $1.8 million for future charter school leasing obligations

Establishes a $10 million grant program for school facility safety and security projects, including security vestibules and vehicle barricades, with the school facilities commission required to create a prioritized list of remedies based on national and regional best practices

Requires annual reporting by the state construction department to the select committee on school facilities, joint appropriations committee, and governor on project deployment, expenditures, and any schedule deviations
