Public funds division of the Department of Audit would transfer to the legislature by July 1, 2027, subject to legislative approval of a reorganization plan

Director of the Department of Audit and director of the Legislative Service Office must jointly prepare a Type 2 transfer plan by July 1, 2026, including recommendations for a new legislative office of audit

Plan must address transfer of all personnel, supplies, equipment, and appropriations, plus identify necessary statutory and regulatory amendments

Management Council and Management Audit Committee must each hold at least one public hearing on the plan before the 2027 general session

Existing rules, regulations, and contracts of the Department of Audit remain valid and in effect until amended or repealed by Management Council after legislative approval
