Agencies proposing major rules must include a statement identifying the rules as major, explain the need for the rule, and provide information necessary for regulatory analysis under W.S. 28-9-109.

The threshold for "major rule" designation is lowered from $1,000,000 to $200,000 in annual direct or indirect economic impact on Wyoming.

Emergency rules are removed from automatic designation as major rules by the management council.

The state registrar of rules must adopt rules ensuring agencies provide sufficient information for regulatory analysis of major rules.

Effective date: July 1, 2026.
