Expands eligibility for donated hunting licenses to include persons with life-threatening illnesses and persons who are vision impaired, in addition to veterans with disabilities and wheelchair users

Removes the age restriction of 20 years or younger for persons with life-threatening illnesses to receive hunting licenses through nonprofit charitable organizations

Allows holders of big game, trophy game, and wild bison licenses to surrender licenses for reissuance to newly eligible recipients at no fee

Donated licenses cannot be sold, traded, or auctioned and are exempt from residency, drawing, and fee requirements as well as certain lifetime and 5-year license restrictions

Effective July 1, 2026, with rulemaking provisions effective immediately upon enactment
