Department of Environmental Quality must enter a memorandum of understanding with the Office of State Lands and Investments to study public wastewater and stormwater infrastructure statewide, coordinating with ongoing drinking water infrastructure data collection efforts.

Cities, towns, special districts, and counties are required to provide water, wastewater, and stormwater infrastructure data when requested by the department.

All collected data, including GIS layers and metadata, becomes state property and must be delivered in nonproprietary formats and made publicly accessible through a state data portal.

$8,000,000 appropriated from the Strategic Investments and Projects Account (or general fund if that account is repealed) to the Office of State Lands and Investments for the study, available through June 30, 2030.

Department of Environmental Quality must report study status to the Select Water Committee annually by November 1, from 2026 through 2030.
