Authorizes Level III construction projects for new water development including municipal water supply projects in Alpine ($420,000), Gillette ($5.1 million), LaGrange ($740,000), and a cloud seeding program for Wind River and Sierra Madre mountain ranges ($891,429)

Authorizes Level III rehabilitation projects for agricultural irrigation districts including Big Horn Canal ($4.5 million grant/loan), Cody Canal ($4.4 million), Powder River ($2.2 million), and multiple Goshen Irrigation District pipeline projects

Transfers $16.225 million from water development account I to water development account II to fund rehabilitation projects, with $225,000 transferred back to account I effective July 1, 2026

Appropriates $155,000 from the general fund to the Wyoming Agricultural Experiment Station to study how forest management treatments affect evapotranspiration and water yield, with results due to the select water committee by November 1, 2030

Extends appropriation deadlines for several prior water projects including Ethete Water Supply, Arapahoe Pipeline, Alkali Creek Reservoir (extended to July 1, 2027 with prohibition on eminent domain funds after January 1, 2027), and requires a study of the small water project program due November 1, 2026
