Transfers the Wyoming Office of Homeland Security from the Governor's Office to a newly created standalone Wyoming Department of Homeland Security, effective July 1, 2026

All property, equipment, obligations, unexpended funds, and staff positions transfer to the new department; existing contracts and agreements remain valid and will be fulfilled by the new department

Governor appoints the department director, who must prepare and submit an independent budget; the current office director may be reappointed to lead the new department

Department must report to the Joint Judiciary Interim Committee by October 1, 2026 on the transfer process

Makes conforming amendments throughout Wyoming statutes to replace references to "office" with "department" of homeland security across multiple code sections
