Wyoming Department of Transportation receives authority to create a highway tolling program, including planning, financing, construction, operation, and maintenance of tolled highways.

Tolling documentation must be approved by both the Wyoming Transportation Commission and the Federal Highway Administration before implementation.

Department must report to the Joint Transportation, Highways and Military Affairs Interim Committee within 30 days of receiving final approval.

No tolls may be implemented until the legislature passes additional legislation granting either general tolling authority or authorization for specific highways.

Wyoming Transportation Commission and Department of Transportation may promulgate rules to implement the tolling program.
