Establishes a voluntary water conservation program for Wyoming's portion of the Colorado River basin, allowing water right holders to apply to the state engineer for approval of conservation projects that reduce consumptive use or help satisfy interstate compact obligations.

Conservation projects temporarily foregoing irrigation water use are limited to 5 consecutive years, after which the water right must be used for its original purpose for at least 2 years before re-enrollment; no new projects may be authorized after July 1, 2032.

Authorizes storage of conserved water in Fontenelle Reservoir and other suitable reservoirs, with releases permitted only for beneficial use within Wyoming, mitigating curtailment impacts, or satisfying interstate compact obligations.

Appropriates $510,000 from the general fund and authorizes 2 full-time positions for the state engineer to implement the program through June 30, 2028.

Requires annual reports to legislative committees through 2031 and mandates public notice through newspapers, trade publications, and at least 3 public meetings within 120 days of the effective date.
