School districts may only charge youth clubs and non-district-sponsored activities rental fees up to the actual direct, incremental costs for personnel, equipment, utilities, and supplies incurred during the rental period.

Districts must provide an itemized cost statement within 15 days upon request from renters.

Youth clubs and activities cannot be required to have nonprofit status or any specific corporate status to rent school property.

Districts retain discretion to permit use of facilities without charge.

Contracts entered before July 1, 2026 are not affected; the act takes effect July 1, 2026.
