Wyoming Department of Transportation may enter agreements with third party providers to administer written, driving, and skills tests for driver's licenses and motor vehicle services

Creates a motor vehicle division partner program allowing certified third parties to conduct specified driver's license and motor vehicle services

Department must establish rules for provider qualifications, training, background checks, bonding, fee structures, and compliance with federal motor carrier safety regulations for commercial driver's license testing

Third party providers are subject to monitoring, auditing, and suspension or revocation procedures for noncompliance

Effective July 1, 2026
