Prohibits wholesalers (in addition to retailers) from selling, offering, giving away, or delivering nicotine products to persons under age 21

Imposes a 20% excise tax on cigars and pipe tobacco purchased by wholesalers, with a maximum cap of $0.30 per cigar

Extends tobacco taxes to remote retail sales (internet, phone, mail orders) of cigars and pipe tobacco to Wyoming consumers

Requires remote retail sellers with over $100,000 in annual gross revenue from Wyoming sales to obtain a state license at $10 per year

Effective July 1, 2026
