Creates nonexclusive prescriptive easements for electric utilities with delivery systems installed on or before January 1, 2006, where no written easement agreement exists and the system is visibly installed providing notice to landowners

Limits easement width to a maximum of 30 feet in any direction from existing power lines, consistent with historical use by the utility

Grants utilities the right to reconstruct, maintain, repair existing systems and trim hazardous vegetation, but prohibits expanding use beyond historic levels except for reasonable local expansion (excluding industrial/manufacturing increases)

Easements are deemed abandoned if the utility fails to use the delivery system for more than 3 consecutive years without landowner agreement

Effective July 1, 2026, with utilities required to publish notice in a local newspaper or customer newsletter before easements take effect
