Creates a 15-member Wyoming Business Council Strategic Advisory Task Force including the governor, 4 legislators, and representatives from business, manufacturing, agriculture, oil/gas/minerals, tourism, local economic development, and local government

Requires the task force to evaluate the Wyoming Business Council's programs, duties, and functions, and to recommend which should be retained, modified, privatized, transferred, or eliminated by October 1, 2026

Prohibits the Wyoming Business Council from expanding existing programs or assuming new duties until July 1, 2027, and requires detailed reporting by April 30, 2026 on all grants, loans, bonds, property, and return on investment

Adds two ex officio nonvoting legislative members to the Wyoming Business Council board—one appointed by the senate president and one by the house speaker

Appropriates $135,000 total from the general fund: $20,000 for legislative member compensation, $40,000 for non-legislative member per diem/mileage, and $75,000 for expert consulting services
